This was a huge oversight, as the risk from fire is often governed more by the quality of fire risk management than the level of fire protection. Indeed, it is failures in fire risk management, rather than in the design of premises or fire protection measures, that are likely to be the biggest factors in multiple fatality fires.
To help address this, the PAS7 fire risk management system was developed. It helps organisations implement a clear, formally documented system to reduce their fire risk through the “plan, do, check, act” model.
